If using OptiFine, make sure to enable these settings for complete features:

Video Settings -> Quality -> Custom Entity Models: ON
Random Entities -> ON
Emissive Textures -> ON
Cat Creepers should be above Fresh Animations in your Resource Pack list to work properly
