Changes:

• Tiers now work a bit differently
  • The lowest tier no longer has to be 0, the lowest tier registered will be the one that uses a strap in the recipes
  • Coils are now based on if the tier is in the top or bottom half of the total tiers (50% basic, 50% advanced, for odd totals advanced wins out)
• Fixed the energy bar HUD not drawing properly for jetpacks with super large FE capacities
• Fixed the enchantable_jetpacks config option not also disabling book enchanting
